The Ministry of National Education has announced a new set of ethical guidelines aimed at regulating the use of artificial intelligence (AI) in schools, introducing mandatory online ethical declarations and a centralized reporting system to enhance transparency, accountability, and safety for students. The guidelines, titled the Ethical Guidelines for Artificial Intelligence Applications in Education, outline the frameworks for developing, implementing, monitoring, and evaluating AI technologies across public educational institutions. These initiatives stem from the ministry’s Artificial Intelligence Policy Document and Action Plan for 2025-2029, which took effect on June 17, 2025.
A significant aspect of this initiative is the formation of the ministry’s Artificial Intelligence Ethics Board, which came into force on October 22, 2025, providing an institutional backbone to the new regulatory framework. The guidelines mandate that teachers and officials from both central and provincial education directorates submit an ethical declaration form via a newly created online platform prior to deploying AI applications in educational settings. This declaration serves to confirm that the intended use of AI aligns with national ethical standards.
The ethical guidelines also delineate the structure and responsibilities of a multi-tier oversight system. This framework includes a national ethics board, provincial and district-level committees, and school-based AI ethics teams tasked with monitoring compliance and addressing potential violations. According to ministry officials, the ethical principles were developed after an extensive review of both national and international policy documents, as well as existing recommendations on AI ethics.
In an effort to promote procedural clarity, the guidelines detail how ethical violations will be reported, documented, reviewed, and followed up, ensuring a clear path for disciplinary and corrective actions. To support the framework, the ministry plans to launch the Artificial Intelligence Applications Ethical Declaration System (YAZEK) on February 2. This platform will facilitate the online collection of ethical declarations and systematically record and assess reports of ethical breaches.
The ministry emphasized that the initiative aims to ensure the use of AI in schools is secure, inclusive, and educationally beneficial, while reinforcing transparency and accountability for students, teachers, and parents alike. As educational institutions increasingly incorporate AI technologies into their curricula, these guidelines signal a proactive approach to managing the ethical implications of such advancements. The guidelines are available on the ministry’s Board of Education website, marking a significant step toward establishing a structured framework for the ethical integration of AI in Turkish education.
