One of the country’s strongest scores was in the Public Sector Adoption pillar, where it achieved 73.59 points. Oxford Insights highlighted Kazakhstan’s advanced digital and telecommunications infrastructure as a critical asset contributing to this success. In November 2025, President Kassym-Jomart Tokayev enacted the nation’s first law on artificial intelligence, establishing a solid legal structure that addresses ethics, safety, and innovation in the AI sector.
The reorganization of the Ministry of Digital Development, Innovation and Aerospace Industry into the Ministry of Artificial Intelligence and Digital Development further emphasizes the nation’s commitment to prioritizing AI in its policy agenda.
