Kazakhstan has made significant strides in its artificial intelligence (AI) landscape, achieving a notable ranking in the latest Oxford Insights AI Readiness Index. The country improved from 76th place in the previous edition to a higher position, reflecting enhanced institutional and infrastructural capacities alongside the active implementation of AI across various public services and governance aspects.
The Ministry of Digital Development, Innovations and Aerospace Industry reported that Kazakhstan scored particularly well in Public Sector Adoption, with an impressive score of 73.59 points. This metric underscores the extensive integration of digital solutions within government services, the advancement of e-government platforms, and a shift towards more proactive services catering to citizens and businesses. The ministry emphasized that Kazakhstan stands as a leader in AI readiness within Central Asia.
“In 2025, the ranking was compiled using an updated methodology that takes into account the expanded role of the state — from strategic planning and regulation to the practical implementation of AI in the public sector and the economy. This makes Kazakhstan’s position particularly significant amid the growing complexity of the global AI ecosystem,” the ministry stated.
Further analysis by Oxford Insights has highlighted Kazakhstan’s political capacity and governance readiness as contributing factors to its improved ranking. The presence of strategic policy documents, a developing regulatory framework, and sustained institutional focus on artificial intelligence have allowed Kazakhstan to adopt a long-term, systematic approach toward AI policy. The ministry noted that the results of the study also point to potential areas for future growth.
“The study’s results highlight areas for further growth. The next stage of development of Kazakhstan’s AI ecosystem is associated with accelerating the commercialization of AI solutions, developing the private technology sector and startups, expanding market adoption, and increasing business access to data and financing tools,” the ministry added.
In a related move to bolster its AI initiatives, Kazakhstan recently appointed a First Deputy Minister of Artificial Intelligence and Digital Development. This strategic appointment aims to enhance the governance and implementation of AI technologies across various sectors, showcasing the country’s commitment to leading in the AI domain.
As governments around the world increasingly recognize the transformative potential of AI, Kazakhstan’s proactive approach may serve as a model for other nations in the region.
