This shift follows the publication of the AI Regulation White Paper on August 3, 2023, and a subsequent written response on February 6, 2024, which indicated that existing sector-specific regulators will interpret a principles-based framework rather than a comprehensive horizontal regulation.
The White Paper emphasizes the need for a “principles-based framework” that allows for adaptability in response to rapid advancements in AI technology. However, the King’s Speech on July 17, 2024, introduced plans for binding measures targeting the development of powerful AI models, signaling a significant pivot in the government’s approach. The proposed Digital Information and Smart Data Bill aims to reform data-related laws to facilitate the safe development of AI.
Following this, the Department for Science, Innovation and Technology (DSIT) launched an “AI Action Plan” on July 26, 2024, designed to enhance the UK’s economic growth and public services through AI. This plan, which will gather evidence from academics and businesses, aims to establish a comprehensive strategy for AI sector growth, with recommendations expected in Q4 2024.
As the regulatory environment rapidly evolves, the Parliamentary Office of Science and Technology (POST) published a briefing on October 7, 2024, highlighting the UK’s need to balance innovation with ethical AI development. The briefing underscored urgent issues such as transparency, bias mitigation, and data protection, while experts advocate for human intervention rights and mandatory impact assessments.
On October 10, 2024, the Technology Working Group released its final report, focusing on AI applications in investment management. This report outlines barriers to AI adoption and provides guidance for UK asset managers, showcasing the collaborative efforts between government and industry to leverage AI capabilities.
In a further stride toward AI safety, the UK government launched ‘GOV.UK Chat’ on October 14, 2024, an AI safety platform aimed at helping businesses, especially small enterprises, evaluate and mitigate AI-related risks. The government also announced plans for international partnerships to bolster AI safety standards, notably with Singapore, amid competition from the US and EU.
Legislative plans to address AI risks are expected to materialize in 2025, with the introduction of legally binding agreements for AI developers and the establishment of an independent AI Safety Institute. Additionally, a consultation launched on December 17, 2024, aims to clarify copyright laws for AI developers and creative industries, striving to strike a balance between creator protections and transparency in AI practices.
The UK Labor government introduced a detailed AI action plan on January 13, 2025, outlining initiatives to boost economic efficiency and growth, which includes establishing dedicated AI growth zones and a National Data Library. This is complemented by the re-introduction of the Artificial Intelligence (Regulation) Private Members’ Bill on March 4, 2025, which aims to establish an “AI Authority” as a new regulatory body overseeing AI activities.
On October 21, 2025, a proposal for a UK AI Growth Lab was opened for consultation. This proposal includes cross-economy sandboxes for testing AI innovations under targeted regulatory modifications. Successful pilots could lead to permanent reforms, while a commitment to maintaining consumer protection and fundamental rights will remain a priority.
As part of the ongoing regulatory discourse, the Council of Europe signed a Framework Convention on AI on September 5, 2024, with the UK among the signatories, aiming for its provisions to be ratified by member states. This treaty signals a collective effort to establish international standards for AI regulation.
Despite the lack of a central AI regulator, the UK’s AI framework will require sector-specific regulators to interpret and apply established principles within their domains. As regulators adapt to these evolving guidelines, significant focus will be placed on ensuring that AI systems are safe, transparent, and fair, while addressing the risks associated with human rights, safety, and societal well-being.
The response to these regulatory developments remains mixed, as the UK seeks to foster innovation while ensuring ethical AI development. As the framework matures, the government’s ongoing assessment of the impacts of AI will be crucial in shaping a balanced approach that meets the needs of industry and society alike.
