Ukraine Rises to 40th in Global AI Readiness Index, Surpassing US in Digital Government Services

Ukraine’s digitalization ranks 40th globally, achieving 99.63% in government services and surpassing the US in AI compliance at 92.25% amidst ongoing tech advancement.

Ukraine’s Ministry of Digital Transformation announced that the country currently ranks 40th among 195 nations in terms of digitalization. This ranking highlights Ukraine’s significant advancements, particularly in the realm of government services, where the level of digitalization has reached an impressive 99.63%. Notably, Ukraine has outperformed leaders in this year’s rankings, including the United States and Great Britain, in several key areas, including the compliance of legislation with international standards in artificial intelligence (AI), which stands at 92.25%.

The ministry underscored the pivotal role of the defense sector in driving technological development. Ukraine is increasingly implementing digital solutions and AI tools to enhance its defense capabilities, reflecting a broader trend of integrating advanced technology in various sectors amid ongoing conflicts. This year has been characterized as a turning point for AI development in Ukraine, marked by the establishment of the WINWIN AI Center of Excellence, which has already shown substantial outcomes within its first nine months of operation.

Among the center’s achievements is the launch of Diia.AI on the Diia portal, recognized as the world’s first national AI assistant designed specifically for government services. This innovation is a significant step toward enhancing public sector efficiency and accessibility. Additionally, work has commenced on a Ukrainian large language model and the development of the AI Factory infrastructure, both of which are expected to bolster the country’s AI capabilities further.

The establishment of a Sandbox for the development of AI and blockchain products is another notable achievement of the WINWIN AI Center, aimed at fostering innovation and collaboration between tech startups and governmental agencies. The integration of AI into existing government projects, such as Mriia and Diia, illustrates a commitment to modernizing state processes and improving service delivery across various sectors.

Looking ahead, the Ministry of Digital Transformation has ambitious plans to continue its trajectory in AI development. The ministry stated, “There’s even more ahead. We will present the AI Development Strategy until 2030, launch an AI assistant in the Diia app, and unveil the national language model. Our mission is to enter the top three global leaders in the level of development and implementation of artificial intelligence in the public sector.” This strategic vision underscores Ukraine’s intent to position itself as a frontrunner in the digital landscape, particularly in the public sector, aligning with global trends in technology adoption.

As the world increasingly acknowledges the transformative potential of AI and digital solutions, Ukraine’s proactive approach could serve as a model for other nations, particularly those facing similar challenges. The nation’s integration of technology in defense and public service not only signifies a commitment to modernization but also aims to enhance organizational efficiency and citizen engagement. The results of these initiatives will be closely monitored as Ukraine seeks to solidify its place among the leading nations in AI and digital governance.
