Mid Missouri Legal Services has implemented an innovative online intake system that utilizes artificial intelligence to classify legal problems, enhancing accessibility and accuracy for individuals in its largely rural service area. Executive Director Kirsten Dunham announced the initiative on January 30, emphasizing its aim to improve legal support across an 11-county region.
The organization, with a small staff of just 19—five of whom handle intake—previously relied on traditional phone callbacks. This method led to extensive callback lists and low response rates. To address these challenges, Mid Missouri Legal Services restructured its intake process with the help of business-process improvement mapping and a TIG grant. The redesigned system features a more robust online form and an automated scheduling option, allowing applicants to select a suitable time for their intake calls.
In classifying submissions, the organization employs LegalServer problem codes as its primary taxonomy while integrating AI tools to assist in recognizing legal issues from free-text entries. Crucially, the online intake system incorporates an informed-consent mechanism for AI usage. Applicants encounter a pre-checked checkbox that allows them to opt out, alongside a dropdown explanation detailing how AI will be applied in their cases, clarifying that it will not influence eligibility decisions. Users are also afforded the opportunity to review and amend AI-generated suggestions.
Dunham noted that the organization conducted a soft launch in October with partner entities to refine the system’s integration with LegalServer, and it continues to iterate on accuracy improvements. Emphasizing safety and accessibility, the organization is committed to maintaining human oversight, particularly for complex or sensitive legal matters. Depending on the tool’s performance, there are plans to expand training for specialized panels.
This initiative is seen as a significant step toward bridging the gap in legal access for individuals in rural areas, where resources are often limited. By leveraging AI, Mid Missouri Legal Services aims not only to streamline its processes but also to provide a more responsive and efficient service to those in need. As the organization refines its approach, it will be closely watching the outcomes, measuring success through completed intakes and overall user satisfaction. This deployment may serve as a model for other legal service organizations aiming to enhance their operational efficiency and client engagement.
