The Trump administration’s decision to pursue a “clean slate” in AI policy may complicate efforts to establish global standards for AI governance. While the EU and G7 are working to align on principles of transparency and fairness, the U.S. focus on deregulation risks reducing its influence in shaping these global norms. This approach might create a perception that the U.S. prioritizes short-term gains over long-term ethical considerations, potentially alienating international allies.

The shift in federal AI policy may also widen the gap between federal and state regulatory regimes. While the Trump EO signifies a move toward prioritizing innovation, the specific enforcement strategies regarding data privacy and consumer protection will become clearer as new federal agency leaders outline their agendas. States like California, Colorado, and Texas have already enacted their own AI regulations, leading to increased regulatory fragmentation that complicates compliance for businesses operating in multiple jurisdictions.

Ultimately, the core challenge for the Trump administration will be balancing the need for innovation with maintaining U.S. leadership against rising competition from countries like China, which may enhance its international standing through collaborative engagement in AI governance.
