BEIJING, Dec. 12, 2025 /PRNewswire/ — Chindata Group has unveiled two significant partnerships with HEC Group aimed at developing coordinated projects in Shaoguan, Guangdong Province, and Ulanqab, Inner Mongolia. These initiatives are designed to integrate industrial production with high-density computing infrastructure and renewable energy to create multi-gigawatt clusters tailored to the demands of the AI era.
The collaborations leverage Chindata’s expertise in hyperscale data centers alongside HEC’s strengths in electronic materials, power-electronics components, and liquid-cooling technologies. This strategic alignment highlights the growing intersection of industrial manufacturing and AI compute infrastructure, driven by an increasing demand for sustainable and high-density digital solutions.
Shaoguan: Building an AI-ready, Green Compute Campus
In Shaoguan, Chindata and HEC are partnering with the local municipal government to establish a gigawatt-level, zero-carbon compute campus that supports a broader industrial ecosystem. The first phase will occupy approximately 132,000 m² in the Qujiang Economic Development Zone, providing 150 MW of IT capacity and serving as the foundation for an extensive long-term expansion towards multi-gigawatt capabilities.
This initiative will enhance regional grid capacity, improve access to renewable energy, and establish a base for upstream electronic materials production, crucial for next-generation AI servers and advanced cooling technologies. The project is expected to significantly bolster Shaoguan’s ambitions to develop a competitive, hyperscale digital industry cluster.
Ulanqab: China’s First Direct-Renewable AI Industrial Demonstration Zone
In Ulanqab, Chindata and HEC, working with the local municipal government, are launching China’s first gigawatt-scale, vertically integrated demonstration zone, powered directly by private-wire green electricity. This project follows an Integrated Energy-Compute-Production Model, which effectively combines renewable generation, grid infrastructure, AI compute capacity, and energy storage into a synchronized regional ecosystem.
The development features a gigawatt-scale, low-carbon AI-ready data center that anchors regional energy demand, alongside HEC’s advanced electrode-foil production facilities, forming a fully integrated industrial-compute cluster. This ecosystem is designed to function as a closed loop, where industrial activities stimulate compute demand, and compute workloads in turn drive energy consumption, all while utilizing direct renewable access to minimize costs and carbon emissions across both manufacturing and digital operations.
These partnerships, alongside the Shaoguan initiative, represent a cohesive strategy to combine hyperscale computing, renewable energy, and industrial capacity, showcasing Ulanqab’s unique approach to regional innovation and low-carbon infrastructure development.
Unified Vision for Integrated, Low-Carbon AI Infrastructure
Chindata CEO Wu Huapeng stated that these agreements signify the accelerating convergence of clean energy and high-performance computing. He pointed out that Shaoguan’s renewable resource advantages, coupled with Ulanqab’s exceptional wind and solar potential, allow for the rapid replication and scaling of a new generation of hyperscale, low-carbon data center campuses. Wu emphasized that Chindata aims to expedite project construction, integrate HEC Group’s strengths, and deliver safe, efficient, and environmentally responsible computing capacity for a variety of AI and industrial applications.
HEC Group Chairman Zhang Yushuai underscored that the firm’s core competencies in electronic materials, advanced capacitors, and AI-powered manufacturing lines align seamlessly with Chindata’s AI infrastructure. He noted the substantial potential in both Shaoguan and Ulanqab for building a comprehensive AI-industry ecosystem that encompasses materials, intelligent manufacturing, AI-assisted R&D, embodied-intelligence robotics, and large-model training and inference. Zhang expressed HEC’s commitment to collaborating with Chindata to expand vertically integrated AI industry clusters and support local governments in advancing next-generation digital and materials industries.
Local Government Support
Authorities in both Shaoguan and Ulanqab have expressed firm support for these initiatives, emphasizing their alignment with regional priorities in emerging industries, renewable energy deployment, and digital transformation. Local officials have committed to coordinated planning, streamlined administrative processes, and supportive policies to ensure the successful delivery of these projects.
These collaborations signify a substantial leap forward in the advancement of high-capacity, energy-efficient computing infrastructure. By merging hyperscale data center development with renewable energy systems and industrial materials manufacturing, Chindata and HEC aim to establish replicable models for integrated, low-carbon growth and effective industrial-compute collaboration across various regions.
