A Seattle-based nonprofit organization, PATH, is spearheading efforts to establish some of the first safety regulations for artificial intelligence (AI) tools in mental health care, an area that has seen explosive growth with minimal oversight. As the use of AI applications, from emotional support chatbots to diagnostic tools, expands rapidly, the necessity for protective measures for vulnerable users becomes increasingly urgent. This initiative aims to mitigate potential risks while ensuring that these technologies can be safely integrated into mental health services worldwide.
PATH is collaborating with regulators in South Africa to develop a structured oversight system governing AI mental health platforms. The new standards were first unveiled during the G20 Social Summit in Johannesburg in November 2025. The organization hopes this framework will serve as a model for other African nations and eventually inspire global regulations.
Under the proposed rules, South African regulators will require any company promoting an AI tool for mental health to demonstrate that their technology is effective and safe. This initiative aims to prevent businesses from circumventing medical scrutiny by merely branding their products as “well-being” apps instead of legitimate medical devices, as reported by Axios Seattle.
Bilal Mateen, PATH’s chief AI officer, drew a parallel between the need for these regulations and the rigorous testing vaccines and medications undergo before they are administered to the public. The organization is also investigating how large language models could assist primary care physicians in underserved areas, where healthcare professionals are scarce. While preliminary outcomes of these projects are encouraging, they are presently undergoing a peer-review process to verify their safety.
For nearly five decades, PATH has focused on delivering affordable health innovations to low-resource countries. Noteworthy inventions include a simple device that produces disinfectant from salt and water, and a low-cost balloon designed to control excessive bleeding after childbirth.
As AI mental health tools gain traction, Washington state legislators are preparing to introduce several bills in the 2026 session aimed at regulating AI technology. These proposals will likely include guidelines for companion chatbots and establish limitations on AI usage in educational settings to safeguard students.
