Welsh Government Launches AI Plan to Boost Public Services and Economic Growth

Welsh Government’s new AI Plan for Wales aims to enhance public services and drive economic growth, launching initiatives like the AI Growth Zone for North Wales.

The Welsh Government has officially announced a new national strategy aimed at integrating artificial intelligence (AI) across various sectors, including public services, industry, and education. This initiative was unveiled shortly after the establishment of the AI Growth Zone for North Wales, highlighting a focused effort to leverage AI for the benefit of the region and its residents.

The newly launched AI Plan for Wales outlines ambitious goals to enhance healthcare, improve local services, stimulate economic growth, and equip the population with essential digital and AI-related skills. The Welsh Government emphasizes that the plan is designed to ensure the benefits of AI are “shaped by Wales, for Wales,” with a strong commitment to responsibility, collaboration, and public trust.

Several foundational steps have already been implemented under this program, including:

  • The launch of the AI Growth Zone for North Wales in partnership with the UK Government
  • The establishment of a new Office for AI to spearhead public service transformation
  • The creation of an independent Strategic AI Advisory Group
  • Investment in innovation projects and workforce training
  • Development of ethical guidelines for public sector AI usage through a social partnership model

Public services across Wales are already piloting AI technologies in domains such as education, local authority administration, and the National Health Service (NHS). One notable pilot is centered at the Cwm Taf Morgannwg University Health Board, where clinical teams in children’s neurodevelopmental services are testing AI scribing technology. This tool, developed with assistance from the Centre for Digital Public Services (CDPS), automatically transcribes and summarizes clinical conversations.

According to Kath Bowen, the Operational and AHP Lead for the Paediatric Neurodiversity Assessment Service, the impact of this technology has been substantial. She stated, “AI scribe technology has been a valuable addition to our service. It’s saving staff hours each week, allowing us to see more children and focus on meaningful conversations with families. Staff feel more present and engaged, and families have responded positively to the reports, noting their accuracy. This pilot shows how AI can enhance human connection and help us deliver better, more responsive care.”

Rebecca Evans, the Cabinet Secretary for Economy, Energy, and Planning, articulated the vision behind the plan, declaring that it represents Wales’s ambition to “capitalize on the vast opportunities of AI” while ensuring its usage remains transparent, inclusive, and safe. She stressed the importance of building public confidence through strong partnerships, human oversight, and ethical innovation.

Sarah Murphy, the Mental Health and Wellbeing Minister, also highlighted the potential of AI in alleviating waiting times and enhancing patient experiences. She noted, “AI has the potential to transform how the NHS works in Wales. Technology such as AI scribing can make assessments faster and more efficient, allowing staff to spend more time with children and their families.”

The AI Plan for Wales is set to influence policy-making, public service design, and investment decisions over the next decade. This comprehensive approach not only aims to advance AI deployment but also seeks to build frameworks that ensure its ethical application, thereby fostering an environment of trust and accountability in the use of AI technologies.
