The Government of Rwanda and Anthropic have formalized their partnership with a three-year Memorandum of Understanding (MOU) aimed at integrating artificial intelligence into Rwanda’s education, health, and public sector systems. This agreement, announced recently, builds on a prior education partnership established in November 2025 and signifies a notable advancement for Anthropic, marking its first multi-sector government collaboration on the African continent.
Under the terms of the MOU, Anthropic will collaborate with the Ministry of Health to support Rwanda’s ambitious health objectives, which include the goal of eliminating cervical cancer and efforts to reduce malaria and maternal mortality rates. Developer teams within government institutions are expected to utilize Anthropic’s AI models, including Claude and Claude Code. The provision of hands-on training, capacity building, and API credits will facilitate Rwanda’s broader initiative to integrate AI across various public sector domains.
“This partnership with Anthropic is an important milestone in Rwanda’s AI journey. Our goal is to continue to design and deploy AI solutions that can be applied at a national level to strengthen education, advance health outcomes, and enhance governance with an emphasis on our context,” said Paula Ingabire, Rwanda’s Minister of ICT and Innovation.
The MOU solidifies the educational components of the fall 2025 agreement, which includes 2,000 Claude Pro licenses for educators throughout the nation. This initiative aims to provide AI literacy training to public servants and deploy Claude-powered AI learning companions across eight African countries, emphasizing the need for education in the responsible use of AI technologies.
Anthropic’s Beneficial Deployments team has closely collaborated with the Ministry of ICT and Innovation to develop programs aligned with Rwanda’s specific needs and priorities. “Technology is only as valuable as its reach. We’re investing in training, technical support, and capacity building to expand access — so that AI can be used safely and independently by teachers, health workers, and public servants throughout Rwanda,” stated Elizabeth Kelly, Head of Beneficial Deployments at Anthropic.
This latest announcement extends previous efforts in the education sector, where partnerships have already facilitated interactions between students and educators with AI. The current agreement also signifies a substantial expansion into the health sector, underscoring the importance of a comprehensive approach that integrates AI into critical areas of public life. The collaboration prioritizes capacity building, responsible deployment, and local control over the introduction of new technologies, indicating a thoughtful strategy for sustainable development.
By focusing on skills, infrastructure, and institutional frameworks, this partnership aims to lay the groundwork for AI to create lasting value in sectors that are pivotal to improving citizens’ lives. The integration of AI technology into Rwanda’s public systems is anticipated to foster advancements in health care and education, reflecting the government’s commitment to leveraging innovative solutions for national development.
