Public opinion appears to support California’s legislative approach, acknowledging the state’s role as a hub for many leading AI developers. However, concerns are emerging regarding the potential impact of further regulations on the competitiveness of these companies. “I think it’s worth having laws and policies to prevent people from using generative AI to cause harm to others,” said Melinda Nelson, a sophomore at Carlmont High School.
On the international stage, California stands as a strong advocate for regulatory measures. Countries across the globe are also taking initiatives to govern AI technologies. South Korea recently implemented its “AI Basic Act,” which took effect in January 2026. This comprehensive legal framework requires human oversight in sectors such as medicine, transportation, and finance, along with mandatory labeling for AI-generated content. Unlike the more localized, detailed regulations seen in California, South Korea’s legislation offers a unified approach to AI governance.
Chenxi Lin, another senior at Carlmont, expressed concerns over stringent regulations on AI companies. “It is not practical to regulate the usage of generative AI, as it should be more of something organizations and platforms enforce. However, the development of generative AI could use some regulation,” Lin stated. California’s recent legislation embodies this distinction by centering on oversight for advanced AI companies rather than restricting consumer usage of AI tools.
In contrasting legislative approaches, Indonesian lawmakers have faced challenges with AI misuse. In January 2026, access to the xAI chatbot Grok was temporarily blocked after it was used to create sexually explicit content that violated national obscenity laws. This incident highlights the delicate balance governments must strike: protecting privacy and safety while fostering innovation and accountability in a realm that can easily generate realistic content with minimal oversight.
Despite the potential for misuse, many users find generative AI beneficial in their daily lives. Lin noted, “It’s been really helpful in writing for proofreading and giving feedback, and generally acting as a beta reader.” This practical application underlines why regulatory focus is primarily on overseeing AI development rather than policing individual user behavior. As lawmakers grapple with the complexities of this rapidly evolving technology, they must continue to consider its integration into everyday life, aiming to strike a balance between innovation and responsibility.
