Gujarat Launches IAIRO AI Research Body with Rs 300 Crore PPP Model at GIFT City

Gujarat to launch IAIRO, a pioneering AI research institution with Rs 300 crore funding via PPP, aimed at transforming sectors like healthcare and agriculture.

Ahmedabad: Gujarat will launch the Indian AI Research Organisation (IAIRO) in GIFT City on January 1, 2024, marking a significant milestone as the state becomes the first in India to establish a national-level artificial intelligence research institution through a public-private partnership (PPP) model. Chief Minister Bhupendra Patel announced the initiative on Monday, indicating a commitment to advancing AI research and technology in the region.

The IAIRO will be operationalized as a special purpose vehicle at GIFT City and incorporated as a non-profit entity under Section 8 of the Companies Act, 2013. With a proposed outlay of approximately Rs 300 crore for the first five years, funding will be secured through equal contributions of 33.33% from the Gujarat government, the Government of India, and private partners. The Indian Pharmaceutical Alliance (IPA), representing 23 major domestic pharmaceutical companies such as Cipla, Torrent Pharma, and Sun Pharma, will act as the anchor private partner, contributing Rs 25 crore in the 2025-26 fiscal year.

Officials revealed that the Gujarat administration has also established an AI task force aimed at fostering sustainable development through AI-led enhancements in healthcare, education, agriculture, and various other sectors. This initiative underscores the state’s intent to leverage AI for improving the quality of life for its citizens.

The IAIRO is envisioned as a multidisciplinary hub for AI, focusing on advanced research and development, the creation of AI-based products and solutions, and fostering collaboration among academic institutions, industries, startups, and government entities. The core activities of the organization will also include intellectual property development, capacity building, and policy-based research aimed at addressing pressing societal needs.

To facilitate its operations, the IAIRO will utilize a hybrid compute model that integrates on-premises GPU infrastructure with national platforms such as the IndiaAI Cloud. This technical framework is expected to enhance the organization’s capabilities in tackling complex AI challenges and fostering innovation.

The establishment of IAIRO comes at a time when the global AI landscape is rapidly evolving, with countries competing to position themselves as leaders in AI research and application. India’s increasing focus on AI aligns with its broader goal of becoming a global innovation hub, particularly in sectors like healthcare and agriculture, where technology can make a transformative impact.

As Gujarat takes the lead in this significant endeavor, the success of IAIRO could serve as a blueprint for other states looking to harness the potential of artificial intelligence. The implications of this initiative extend beyond Gujarat, potentially influencing national policies and frameworks surrounding AI development and deployment in India.
