California Lawmakers Empowered by LLNL’s AI Primer for Informed Policy Decisions

Lawrence Livermore National Laboratory (LLNL) has partnered with the California Foundation for Commerce and Education (CFCE) and the Livermore Lab Foundation (LLF) to publish a new educational brief aimed at informing California lawmakers about the implications of artificial intelligence (AI) as they formulate related policies. The report, titled “AI in Eight Pages: Bridging Technology to Policy through Science,” was unveiled today in Sacramento and serves as a concise resource to enhance discussions among legislators, industry leaders, and the research community.

The eight-page primer is designed to effectively distill the complex technical, economic, and social dimensions of AI into an accessible format, offering science-based insights without pushing for specific legislative outcomes. The concerted effort marks a significant collaboration between LLNL’s AI researchers and business leaders, aiming to provide state officials with the necessary data-driven context as they navigate the rapidly evolving landscape of AI policy.

Authored by LLNL researchers with financial backing from LLF—a 501(c)(3) nonprofit that supports LLNL’s science and research initiatives—the report emphasizes California’s unique position as a global leader in AI development. With a significant portion of the nation’s AI investment concentrated in the state, the document asserts that today’s policy decisions will have lasting impacts on workforce dynamics, infrastructure needs, and public trust in AI systems.

“AI policy decisions are increasingly time-sensitive and often lack shared technical grounding,” stated Brian Giera, Director of LLNL’s Data Science Institute and co-presenter of the report to lawmakers. “Our goal with this brief is to provide leaders who are navigating the complexity of AI with practical, science-driven information that supports responsible and timely action.”

Luis Quinonez, President of CFCE, echoed this sentiment, highlighting the report’s potential to bridge the gap between scientific knowledge and legislative decision-making. “Understanding the policy dimensions of AI has never been more critical for California’s economic future and global competitiveness,” he said. The collaboration aims to translate cutting-edge scientific expertise into actionable guidance for policymakers, fostering timely and informed discussions around AI.

The report sheds light on the accelerated adoption of AI, outlining economic opportunities across key sectors in California, including manufacturing, healthcare, energy, transportation, and public services. It also addresses potential risks such as bias, misinformation, system failures, and security vulnerabilities, making it a comprehensive resource for lawmakers.

“This highly anticipated report is intended to support informed decision-making by demystifying important topics around how AI systems work, where risks may arise, and how governance can keep pace with innovation,” added Cindy Gonzales, deputy director of LLNL’s Data Science Institute and report co-author.

A key takeaway from the report is the necessity for ongoing collaboration between technical experts and policymakers. The authors stress that effective AI governance requires connecting essential technical pillars—data, compute, models, and deployment—with safeguards designed to promote transparency, safety, and accountability while still encouraging responsible innovation.

Founded in 2016, LLF aims to facilitate public and private investments, grants, and philanthropic contributions that bolster research, innovation, workforce development, and STEM education initiatives at LLNL. “The Livermore Lab Foundation exists to champion efforts like this—connecting world-class LLNL science with the public sphere,” remarked Sally Allen, LLF Executive Director. “This report is a prime example of how to translate complex AI concepts into actionable insights, fostering better outcomes through a rigorous, science-based approach.”

The report, co-authored by Giera, Gonzales, and Caspar Donnison, is now available for review at LLNL’s official site. As California continues to shape the future of AI technology, the insights provided in this brief are crucial for developing responsible policies that align with the state’s role as a leader in innovation.
