Americans Turn to ChatGPT for Healthcare Guidance as ACA Subsidies Expire, Survey Reveals

One week after the expiration of the Affordable Care Act’s enhanced healthcare subsidies, millions of Americans are beginning to feel the financial strain. Approximately 24 million citizens utilized these subsidies, which provided critical support for purchasing healthcare at reduced rates, but their absence has left many vulnerable as the Senate remains deadlocked in renewal discussions. As the healthcare landscape grows more precarious, one of the Internet age’s most influential disruptors has identified a potential avenue for intervention.

Americans are increasingly turning to artificial intelligence to navigate the complexities of the U.S. healthcare system. A survey released Monday by OpenAI, the creator of ChatGPT, revealed that three in five Americans have recently employed AI tools for health-related inquiries. This survey is part of a broader report that highlights similar trends observed globally. The report suggests that the intricate nature of U.S. healthcare requirements is likely driving more users towards AI solutions.

“In the United States, the healthcare system is a long-standing and worsening pain point for many,” the report stated. OpenAI tracked between 1.5 and 2 million health insurance-related queries each week, with users relying on ChatGPT for a variety of needs, from seeking diagnoses to comparing coverage plans and managing post-visit bills and claims. Even before the expiration of ACA subsidies, the health system’s complexity and cost discouraged many. According to the CDC, around 27 million Americans remain uninsured, with many others underinsured, meaning their coverage often falls short of covering significant medical expenses. A December Gallup poll indicated a record low of 16% of Americans expressed satisfaction with the healthcare system.

The U.S. healthcare framework is complicated by a multitude of stakeholders, leading to excessive administrative costs. These stakeholders include private insurance plans, federal programs like Medicare and Medicaid, and plans provided through the ACA, which offered income-based subsidies for individual coverage on federally managed marketplaces. In 2023, nearly 60% of insured Americans reported encountering issues utilizing their health insurance, according to a survey from health policy research organization KFF. The same survey found that roughly nine in ten insured adults support policies aimed at simplifying healthcare, such as enforcing insurers to maintain accurate provider directories and provide clearer disclosures regarding out-of-pocket expenses.

The system’s inherent complexity has already prompted many patients to seek assistance from AI tools like ChatGPT. OpenAI’s report noted that communities with low coverage rates could particularly benefit from immediate access to healthcare information. On average, nearly 600,000 healthcare-related queries are submitted each week to ChatGPT from “hospital deserts,” which are underserved rural areas at least a 30-minute drive from the nearest general medical center.

The trouble with using ChatGPT as your medical advisor

While AI can aid in navigating bureaucratic challenges, researchers caution against an over-reliance on AI for medical diagnoses. A survey conducted last year by the University of Pennsylvania indicated that more than 60% of Americans view AI-generated health information as at least somewhat reliable. However, AI medical diagnoses are prone to inaccuracies and biases, with studies showing that large language models can generate markedly different recommendations based on a patient’s race, income level, or sexual orientation.

Further complications arise when users seek mental health advice from AI. OpenAI faced seven lawsuits in California last year, alleging that ChatGPT’s usage contributed to multiple suicides and instances of psychological harm. Subsequently, in November, OpenAI revised its usage policies to limit ChatGPT’s capacity to provide medical advice. In a statement regarding this policy change, an OpenAI spokesperson emphasized, “ChatGPT has never been a substitute for professional legal or medical advice, but it will continue to be a great resource to help people understand legal and health information.”

As millions of Americans face the immediate effects of losing their healthcare subsidies, the reliance on AI as a resource for medical and health-related inquiries may intensify. The ongoing challenges within the U.S. healthcare system underscore a broader need for accessible and reliable information in a time of uncertainty.
