Dutch cloud computing infrastructure company Nebius Group NV has secured a colossal $27 billion deal with Meta Platforms Inc., boosting its stock by more than 14% today. The agreement marks a significant milestone for Nebius, underlining its rapid ascent in the European AI cloud infrastructure sector.

As part of the arrangement, Nebius will provide Meta with $12 billion worth of dedicated artificial intelligence compute capacity across multiple data center locations. This deployment will include one of the world’s first large-scale implementations of Nvidia Corp.’s new Vera Rubin chips. Additionally, Meta has pledged to purchase further compute capacity, bringing the total potential investment to $15 billion over the next five years.

Founded in 2022 following a restructuring of Yandex NV operations outside Russia, Nebius has rapidly emerged as a key player among Europe’s so-called “neoclouds,” which provide access to full-stack infrastructure for training and running large-scale AI models. The company offers high-density GPU clusters alongside managed services tailored for enterprises, AI startups, researchers, and more.

Since its listing on the New York Stock Exchange in 2024, Nebius’s stock has skyrocketed more than 400%. The contract with Meta represents another landmark achievement, coming just months after a similar $17 billion commitment from Microsoft Corp.. These high-profile deals are expected to enhance Nebius’s ability to secure additional funding as it seeks to expand its cloud compute services.

Most of Nebius’s infrastructure is financed through loans and equity agreements, as the company lacks the capital to purchase hardware outright. Despite concerns from some investors regarding the inherent risks, major technology firms—including Amazon Web Services Inc., Google LLC, and Microsoft—have committed to spending over $650 billion on AI infrastructure in the coming year. Nebius aims to capture a significant share of this investment.

Nebius co-founder and Chief Executive Arkady Volozh stated that the deal will help to “accelerate the buildout and growth of our core AI cloud business.” The company’s financial prospects appear robust, especially following Nvidia’s recent announcement of a $2 billion investment in Nebius.

As Meta continues to ramp up its AI infrastructure capabilities, the company has committed to an expenditure of between $115 billion and $135 billion this year. However, it faces challenges in the form of reported plans for a significant restructuring of its operations. A recent Reuters report indicated that Meta is contemplating layoffs affecting nearly 20% of its global workforce, which currently numbers around 80,000. While Meta has declined to confirm these reports, describing them as “speculative,” the restructuring could have broader implications for the industry.

The developments surrounding Nebius and its partnerships signal a transformative phase in the AI landscape, with cloud infrastructure playing a central role in the ongoing race to harness the power of artificial intelligence. As companies increasingly rely on dedicated AI capabilities, Nebius appears well-positioned to capitalize on the expanding market, further solidifying its status as a leader in the burgeoning AI cloud sector.
