ASTANA, Kazakhstan, December 24. Kazakhstan has improved its standing in the Government AI Readiness Index 2025, climbing to 60th place from 76th just a year earlier, according to a report by Oxford Insights. This index gauges the capabilities of governments worldwide to leverage artificial intelligence effectively in public administration and societal processes.
The assessment evaluates multiple indicators, with Kazakhstan scoring 88.00 in Policy Capacity, 50.15 in AI Infrastructure, 64.63 in Governance, 73.59 in Public Sector Adoption, 39.30 in Development & Diffusion, and 39.76 in Resilience. In the Southern and Central Asia region, Kazakhstan ranks third with an overall score of 55.87, highlighting its relative progress compared to its peers.
The Ministry of Artificial Intelligence and Digital Development of Kazakhstan noted that the country’s rise in the index is indicative of a fortified institutional framework and enhanced infrastructure, as well as a proactive integration of AI technologies within the public sector. The particularly high score in Public Sector Adoption reflects an increasing utilization of digital solutions in public services, including the expansion of e-government initiatives aimed at delivering more proactive services to citizens and businesses alike.
The Government AI Readiness Index serves as a unique measure of how well governments can adopt AI to enhance various aspects of governance and societal engagement while ensuring safe and sustainable AI development. Covering 195 nations, it is the only global ranking dedicated specifically to evaluating government roles in AI advancement.
