Kazakhstan Achieves 60th in Global AI Readiness Index, Leading Central Asia in Adoption

Kazakhstan leaps to 60th in the 2025 Government AI Readiness Index, leading Central Asia with 73.59 points in public sector AI adoption and a new regulatory framework.

Kazakhstan has achieved a notable advancement in the 2025 Government AI Readiness Index, now ranking 60th out of 195 countries, according to the latest assessments by Oxford Insights. This marks a significant 16-position increase from the previous ranking, highlighting a year of enhanced institutional strengthening, policy development, and AI adoption.

At a regional level, Kazakhstan leads Central Asia in its government’s capability to deploy and manage artificial intelligence technologies. The index evaluates countries based on their potential to implement AI in public administration, economic sectors, and social systems, while ensuring safe, responsible, and sustainable AI development. The updated criteria emphasize the importance of government involvement, including strategic planning, regulatory frameworks, and the integration of AI into public sector operations.

Kazakhstan’s improved standing reflects the increasing adoption of AI-driven solutions within state bodies and a more robust institutional foundation. One of the country’s strongest scores was in the Public Sector Adoption pillar, where it achieved 73.59 points. This score signifies the widespread implementation of digital public services, the ongoing expansion of e-government platforms, and a gradual shift towards data-driven, proactive service delivery for both citizens and businesses.

Oxford Insights highlighted Kazakhstan’s advanced digital and telecommunications infrastructure as a critical asset contributing to this success. With high internet penetration rates, established national digital platforms, and a mature e-government ecosystem, the country is well-positioned to scale AI technologies effectively across its services.

Furthermore, governmental readiness has improved significantly, bolstered by comprehensive policy documents and regulatory frameworks. In November 2025, President Kassym-Jomart Tokayev enacted the nation’s first law on artificial intelligence, establishing a solid legal structure that addresses ethics, safety, and innovation in the AI sector.

The reorganization of the Ministry of Digital Development, Innovation and Aerospace Industry into the Ministry of Artificial Intelligence and Digital Development further emphasizes the nation’s commitment to prioritizing AI in its policy agenda.

This upward trend in the Government AI Readiness Index not only underscores Kazakhstan’s growing capabilities in technology but also reflects a broader commitment to enhancing the efficacy of governmental operations through advanced technologies. As the nation continues to invest in digital tools and AI frameworks, it sets an example for other countries in the region aiming for similar advancements.

Kazakhstan’s rise in the index is indicative of a changing landscape where governments increasingly recognize the importance of integrating technology into their core functions. The ongoing commitment to AI governance and development may enhance not just public administration but also stimulate economic growth and improve the overall quality of life for its citizens.

In a world where artificial intelligence continues to transform the way societies function, Kazakhstan’s strategic initiatives signal its ambition to be at the forefront of technological adoption, paving the way for a future where AI plays a pivotal role in governance and public service delivery.
