China is set to tighten regulations on humanlike artificial intelligence, emphasizing user safety and societal values. This initiative, announced by Beijing’s cyberspace regulator, aims to ensure users are aware when interacting with AI-powered services.

Under the proposal, users must be informed of their engagement with AI services upon login and again every two hours. Systems designed to mimic human interaction, such as chatbots, will be required to adhere to “core socialist values” and implement safeguards for national security.

AI companies will undergo security reviews and must notify local government agencies about the deployment of new humanlike AI tools. The regulations prohibit chatbots from engaging users on emotional levels if such interactions could lead to content related to self-harm or mental health issues, as well as any outputs involving gambling or violent material.

With a growing body of research highlighting the persuasive nature of AI chatbots, concerns about their addictiveness and potential to influence harmful behavior are rising. China’s draft proposal, open for public comment until January 25, signals Beijing’s ambition to advance its domestic AI landscape while shaping global regulatory standards.

This effort contrasts sharply with the regulatory landscape in the United States, where President Donald Trump recently rolled back a proposed safety framework aimed at overseeing the AI sector. Earlier this month, he also threatened legal action against states implementing their own AI regulations, which he argues could hinder technological progress.

As China forges ahead with its regulatory framework for humanlike AI, the global implications of these measures could redefine how AI technologies are developed and utilized worldwide. The contrasting approaches of Beijing and Washington highlight differing philosophies regarding technology governance and public safety, potentially setting the stage for broader international dialogues on AI regulation.
