Elon Musk’s AI chatbot, Grok, has implemented a paywall for its image generation and editing features following a global backlash over the misuse of its technology to create sexualized deepfake images of women and children. The decision, announced on January 10, 2026, comes amid increasing pressure from governmental bodies and public outrage after the tool was exploited to produce abusive synthetic imagery.

In a statement on the platform X, Grok explained, “Image generation and editing are currently limited to paying subscribers. You can subscribe to unlock these features.” As a result, free users will no longer have access to create or modify images, and paying subscribers must now provide credit card details and personal information to access these capabilities.

The backlash against Grok has been swift and severe. Lawmakers in the UK, EU, France, Malaysia, and India have condemned the changes, labelling them inadequate to address the real harm caused by the technology. UK Prime Minister Keir Starmer’s office described the paywall as “insulting” to victims of misogyny and sexual violence, asserting that the move merely turns a feature that creates unlawful images into a premium service.

A spokesperson from Downing Street remarked, “It’s insulting the victims of misogyny and sexual violence,” emphasizing that the fundamental issues associated with the generation of such harmful content remain unaddressed. The European Commission, which has already deemed the creation of undressed AI images unlawful, echoed this sentiment. EU digital affairs spokesman Thomas Regnier asserted, “This doesn’t change our fundamental issue, paid subscription or non-paid subscription. We don’t want to see such images. It’s as simple as that.” He highlighted the need for platforms to build systems to prevent the generation of illegal content rather than merely restricting access.

In light of the controversy, the European Commission has ordered X to preserve all internal documents and data related to Grok through 2026 as part of an ongoing investigation into the scandal. Governments across the globe are expressing heightened concerns regarding the rapid spread of AI-generated abusive imagery, prompting calls for stricter regulations.

Musk has publicly issued warnings that users who create illegal content using Grok will face the same repercussions as those who upload it. In addition, X has stated it actively removes illegal material, permanently suspends accounts involved, and cooperates with law enforcement agencies. However, critics remain doubtful about the effectiveness of these measures.

The introduction of a subscription model for image generation comes at a time when the intersection of AI technology and social responsibility is under immense scrutiny. As AI tools become increasingly sophisticated, the challenges surrounding ethical use and potential misuse are more pressing than ever. The current situation reflects a broader conversation about the responsibilities of tech companies in managing and mitigating the risks associated with their innovations.
