Shanghai officially launched the ‘Shanghai High-Quality Development Initiative for the Intelligent Computing Industry’ and the ‘Computing Power Economy Empowerment Co-Creation System’ at the 2026 ‘Intelligent Computing in Shanghai’ High-Level Forum, held on January 27. This forum was co-hosted by the Shanghai Computing Power Network Association and Shanghai Instrument & Electronics (Group) Co., Ltd. The event also saw the release of the ‘2026 Shanghai Intelligent Computing High-Quality Development Report’ alongside the unveiling of Muxi Co., Ltd.’s new XiSuo X series GPU brand and product line.
Pan Yan, Deputy Director of the Shanghai Municipal Commission of Economy and Informatization, highlighted the city’s commitment to national strategies, particularly the ‘Artificial Intelligence+’ initiative. As part of its efforts, Shanghai has achieved a total intelligent computing capacity exceeding 120,000 PFLOPS (floating-point operations per second), with a municipal scheduling platform managing nearly 20,000 PFLOPS. The region aims to build a self-sustaining intelligent computing industry that includes the establishment of a ‘National Chips, National Models, National Cloud’ system, while enhancing the ‘Shanghai Brand’ as a significant node in intelligent computing.
During the forum, Zhang Jianming, Deputy Secretary of the Party Committee and President of Shanghai Instrument & Electronics, discussed the industry’s transition from focusing on facility scale to achieving comprehensive efficiency. His remarks underscored the formation of a four-level architecture that integrates hardware, intelligent computing clouds, models, and applications. Shanghai Instrument & Electronics is advancing its intelligent computing infrastructure, which includes expanding advanced computing clusters and promoting efficient cooling technologies.
As part of the initiative, the ‘Shanghai High-Quality Development Initiative for the Intelligent Computing Industry’ aims to establish next-generation intelligent computing centers and a high-level cloud service system. This collaborative effort includes multiple leading enterprises such as Muxi Co., Ltd., Shanghai Jiliu Optical Communication, and Alibaba Cloud. The goal is to transform the intelligent computing industry into a key driver of Shanghai’s high-quality economic growth.
In a complementary effort, the ‘Computing Power Economy Empowerment Co-Creation System’ was launched by the China Academy of Information and Communications Technology, in partnership with the three major telecom operators and YunSai Zhilian. This system aims to enhance the economic value derived from computing resources through a dual-track mechanism, consisting of a validation pool and a commercial pool. This initiative seeks to expedite the monetization and optimization of computing resources for various industries.
During the event, a signing ceremony was held for the ‘Scientific Artificial Intelligence Open Community Computing Power Support Program,’ which aims to build a robust computing power infrastructure for global scientists. This program intends to provide comprehensive research tools, models, and services necessary for paradigm shifts in scientific research, leveraging ten-thousand-card-level computing power resources.
Domestic chip companies, including Muxi, Biren, and Tianshu Zhixin, announced notable advancements in scientific AI GPUs and large-scale cluster construction. At the forum, Muxi Corporation introduced its Xi Suo X series GPUs, optimized for scientific AI applications. The Xi Suo X206 model features full-precision mixed computing capabilities and is designed to handle a variety of scientific computing tasks, such as climate modeling and molecular dynamics simulation. It also integrates Muxi’s self-developed MXMACA software stack, ensuring compatibility with mainstream GPU programming models.
According to Liu Huazhao, Chief Consulting Expert of China Telecommunication Services Shanghai Company, the global space computing power industry is undergoing a shift from traditional ground-based computing to integrated space-ground collaborative computing. He noted that space computing constellations are evolving into ‘space server clusters,’ with innovative scheduling systems becoming crucial for competitive advantages in the sector.
As Shanghai positions itself at the forefront of the intelligent computing landscape, its initiatives aim to foster an open and shared ecosystem that optimizes policies and talent support. The city’s efforts are expected to significantly enhance computing power capabilities, facilitating breakthroughs across key industries and establishing Shanghai as a leader in intelligent computing innovation.
