Yogi Adityanath Launches IBM AI GovTech Innovation Centre to Propel Quantum Computing in Uttar Pradesh

Uttar Pradesh Chief Minister Yogi Adityanath announces a partnership with IBM and IIT Kanpur to advance Quantum Computing during the launch of the IBM AI GovTech Innovation Centre.

Lucknow (Uttar Pradesh) [India], February 22 (ANI): Uttar Pradesh Chief Minister Yogi Adityanath announced a significant initiative in **Quantum Computing** during the inauguration of the **IBM AI GovTech Innovation Centre** in Lucknow on Sunday. He emphasized the need for a three-way collaboration involving the state government, **IBM**, and the **Indian Institute of Technology (IIT) Kanpur** to advance this technology, aligning with Prime Minister **Narendra Modi**’s vision for Deep Tech.

Adityanath articulated that Uttar Pradesh’s historical connection and institutional strength lay the foundation for its ambitions in Quantum Computing. “I believe that Uttar Pradesh’s claim for Quantum Computing is strong, and it is strong because IBM had contributed in getting the country’s first computer installed in **IIT Kanpur**,” he stated. The Chief Minister also referenced previous collaborations, including the **MATTECH** project with IIT Kanpur, as indicative of the potential for future advancements in this field.

The Chief Minister highlighted the state’s thriving innovation ecosystem, noting the operation of nearly 70 **Centres of Excellence** across various sectors in Uttar Pradesh. “Their progress is very good, and they are doing very good work in Lucknow,” he remarked, specifically mentioning achievements in health and technology at institutions like the **SCPGI** and IIT Kanpur.

Furthermore, Adityanath indicated that IIT Kanpur is poised to assist in establishing a facility for Quantum Computing in **Noida**. “I believe that IIT Kanpur is ready to collaborate in the Noida campus to provide a building for IBM for Quantum Computing. The Uttar Pradesh government is ready to collaborate by taking the initiative in this,” he asserted, urging all parties to prepare for collective efforts in this advanced technological arena.

In addition to Quantum Computing, the Chief Minister underscored the transformative impact of **Artificial Intelligence** on governance and social welfare. He provided an example of how AI has informed educational policies, stating, “We have seen how AI can bring change in the life of a person sitting on the last rung… When data was collected and analysed through AI tools, it was found that the reason for the dropout rate was the lack of toilets for girls.” He added that this insight led to the implementation of necessary infrastructure in schools across the state.

During the event, Yogi Adityanath celebrated India’s progress under Prime Minister Modi, noting that the country has reached “acclaimed heights” in technology and innovation. The inauguration of the **IBM AI GovTech Innovation Centre** aligns with IBM’s previous announcement in April to establish a **Software Lab** in Lucknow dedicated to advancing **Generative AI** and **Agentic AI** technologies. This lab will be located at **Platinum Mall, Sushant Golf City**, and is expected to play a vital role in developing AI-powered solutions using **Large Language Models (LLMs)** and **Small Language Models (SLMs)**.

The lab aims to integrate global best practices in software engineering, design, and development to create solutions that cater to both Indian and global business needs. As Uttar Pradesh positions itself as a hub for emerging technologies, the collaboration between the state, IIT Kanpur, and IBM could pave the way for groundbreaking advancements in Quantum Computing and AI, enhancing socio-economic development in the region.
