Finance Ministry Launches Publican AI for Import Clearance Amid Industry Backlash

Ghana’s Ministry of Finance defends the Publican AI system for import clearance amid freight forwarders’ backlash over consultations and operational impacts.

The Ministry of Finance is actively defending the rollout of the Publican AI system for import clearance, asserting its necessity despite growing opposition from industry stakeholders, particularly members of the Institute of Freight Forwarders. This AI-driven system is positioned as a cornerstone of the government’s strategy to digitize customs, streamline port operations, and enhance revenue collection from imports.

Resistance has emerged from freight forwarders who express concerns regarding the adequacy of prior consultations and the system’s potential impact on their operations. During a recent appearance on the Citi Breakfast Show, Victor Kofi Baidoo, Head of Revenue Assurance at the Ministry of Finance, emphasized that the rollout of Publican AI was a collaborative effort. “We met the importers and freight forwarders on the deployment. We invited all the trade union associations, and we met them at the Oak Plaza Hotel. The Deputy Finance Minister officially informed and invited them. I did a presentation to show them what the Publican AI looks like and how it will interrogate and present information to them,” he stated.

To formalize this initiative, the Ghana Revenue Authority (GRA) issued a Memorandum of Understanding (MoU) to all ports and stations on March 10. The directive, titled “Directive on the Use of the Publican AI System for Imports Clearance Assessment,” mandates the compulsory use of the system for all import clearance evaluations. This directive integrates the Publican AI system into the fundamental operations of Ghana’s customs.

Under this new framework, essential stages of the import process—including cargo inspection, valuation, and final assessment—are now required to align with the data-driven findings generated by the Publican AI system. This approach aims to ensure accurate determinations of duties and taxes, thereby enhancing the integrity and reliability of the customs process.

The government’s commitment to the Publican AI system reflects a broader trend of digitization in customs operations globally. Many countries are leveraging technology to improve efficiency, reduce human error, and enhance revenue collection. Proponents argue that AI systems can provide faster processing times and more accurate assessments compared to traditional methods.

However, industry stakeholders continue to voice their apprehensions. Some freight forwarders have raised questions about the training and support that will be available to them as they transition to this new system. There are also concerns regarding data security and the system’s capacity to handle the complexities of various import scenarios. The pushback from the freight forwarding community highlights the challenges governments face when implementing significant technological changes in established sectors.

As the rollout of the Publican AI system progresses, the Ministry of Finance has emphasized its openness to feedback. Baidoo noted that the government remains committed to engaging stakeholders throughout the implementation process. “We are not looking at this as a one-time engagement. We want to ensure ongoing dialogue to address any concerns that arise,” he said.

The introduction of the Publican AI system represents a significant shift in how Ghana manages its import processes. As the government seeks to enhance efficiency and revenue, the effective integration of these technological advancements will be critical. Industry stakeholders will be closely monitoring the system’s implementation and its implications for their operations in the coming months.
