NDI Hosts DISICON 9: Addressing AI’s Impact on Elections and Gender Disinformation

NDI’s DISICON 9 in Kosovo will tackle AI’s dual role in elections and gender disinformation, offering vital resources and strategies for democratic resilience.

The National Democratic Institute (NDI) is set to host the ninth edition of the Information Integrity Conference, known as DISICON 9, under the overarching theme “Elections, Artificial Intelligence and Ethics.” Scheduled for December 8–9, 2025, the event will take place at Klan Arena in Pristina, Kosovo.

This year’s conference will delve into lessons learned from the 2025 elections in Kosovo, focusing particularly on the detrimental effects of gender-based disinformation and online violence against women involved in politics. The examination of these topics comes at a critical time, as the role of technology in elections continues to evolve.

During DISICON 9, attendees can expect the unveiling of new research titled “UnSocial Media 2.” Discussions will engage both local and international experts about the nuances of information distortion and the representation of women in public life. These conversations are expected to provide a platform for sharing experiences and strategies to combat misinformation.

In addition to expert panels, DISICON 9 aims to produce practical resources, including a Guide for Women in Politics on Digital Threats and Guidelines for Journalists on Media Coverage of Women in Public Life. The conference will also feature training programs designed to equip participants with tools to effectively combat information disorders.

One of the focal points of the conference will be the dual-edged role of artificial intelligence in democratic processes. While AI can enhance women’s participation in public life, it also poses risks through the spread of disinformation and online violence. The discussions will explore how to harness AI responsibly to promote democratic values while safeguarding rights.

With contributions from a diverse array of stakeholders, including representatives from Big Tech, DISICON 9 seeks to create actionable outcomes that can serve as a regional benchmark for information integrity and democratic resilience in the digital era. The aim is to foster regional cooperation and strengthen digital resilience in the face of mounting challenges related to information integrity.

Through its initiatives, the conference aspires to establish a framework for an ethical approach to addressing misinformation and protecting democracy across the Western Balkans. The anticipated outcomes of DISICON 9 could significantly influence ongoing discussions and policies related to digital rights and the integrity of democratic processes in the region.
