Japan Aims to Boost AI Usage to 80% by 2024, Launches $8.3B Investment Initiative

Japan targets an ambitious increase in generative AI usage from 25% to 80% by 2024, backed by an $8.3 billion private sector investment.

TOKYO – The Japanese government is setting ambitious goals to increase the individual usage of generative artificial intelligence (AI) from approximately 25 percent to 80 percent by fiscal 2024, according to draft guidelines released on December 2. This initiative comes as Japan acknowledges its current lag in the adoption of AI technologies.

As part of its strategy, the government plans to ramp up initial usage to 50 percent while also encouraging a substantial investment of one trillion yen (S$8.3 billion) from the private sector, aimed at developing the necessary AI infrastructure.

The guidelines, which are expected to be approved by the Cabinet of Prime Minister Sane Takaichi by the end of the year, represent the first formal measures addressing AI use. They seek to balance the rapid evolution of AI technology with appropriate safety measures, all while considering input from experts in the field.

Despite the government’s intentions to ensure safety through a specialized entity known as the AI Safety Institute, critics have raised concerns regarding the lack of specificity in the guidelines, particularly in terms of strategies to mitigate the risks associated with AI misuse.

Though these guidelines are rooted in a law that became fully effective in September, it is important to note that they are not legally binding. The government plans to revise them annually to keep pace with advancements in technology.

In a bid to further integrate AI into various sectors, the guidelines designate AI as a “core of risk management investment.” This indicates the government’s commitment to accelerating AI adoption and enhancing its strategic development capabilities.

The initiative encompasses a wide range of industries, with central and local governments leading the charge in sectors such as healthcare, finance, agriculture, forestry, and fisheries. A particular emphasis is placed on promoting “physical AI,” which combines AI technology with robotics, to bolster global competitiveness through private sector projects.

To support these efforts, the government plans to develop essential infrastructure, including data centers, electricity, and communications systems, through collaboration between public and private sectors. This cooperative approach is aimed at facilitating the widespread adoption of AI technologies across the country.

Additionally, the government has committed to investigating any cases of AI misuse, reflecting its awareness of the potential risks associated with the technology. As AI continues to evolve rapidly, Japan’s proactive measures aim not only to catch up with global trends but also to position the country as a leader in AI innovation.

As the world increasingly embraces AI solutions, Japan’s efforts may pave the way for significant advancements in both technology and industrial applications. The focus on building infrastructure and encouraging private sector investment could lead to enhanced growth and competitiveness on the global stage.
