The ongoing contract negotiations between the artificial intelligence startup Anthropic PBC and the U.S. Department of Defense have reached a critical juncture, as CEO Dario Amodei is set to meet with Defense Secretary Pete Hegseth on Tuesday. This meeting comes amid growing tensions over the company’s demand for strict ethical guardrails regarding the use of its technology.
A senior Pentagon official, speaking on condition of anonymity, indicated that the talks have stalled due to concerns surrounding Anthropic’s commitment to national security objectives. The Pentagon reportedly has raised alarms after learning of Anthropic’s reservations regarding how its AI system was utilized in a recent operation that led to the capture of Venezuelan President Nicolas Maduro.
In a statement released on Monday, Anthropic emphasized its dedication to protecting national security and described its discussions with defense officials as “productive.” The company contested the Pentagon’s assertion that it had expressed concerns about the Maduro operation, clarifying that it has not engaged in discussions about specific military applications of its AI tool, Claude, outside of technical considerations.
Sources familiar with the matter told Bloomberg News that Anthropic is advocating for additional protections around the use of Claude. The proposed safeguards would prevent its technology from being employed for mass surveillance of American citizens or for the autonomous development of weaponry. However, the Pentagon has expressed objections, insisting that it needs the flexibility to deploy Claude as long as its usage complies with legal standards. A Defense Department spokesperson noted last week that the agency is reviewing its relationship with Anthropic, stating, “Our nation requires that our partners be willing to help our warfighters win in any fight.”
The significance of the upcoming meeting between Amodei and Hegseth has been underscored by Axios, which described it as a decisive moment for the future of the contract negotiations. The two parties are at a crossroads, with Anthropic positioning itself as a champion of responsible AI use, aiming to mitigate potential catastrophic outcomes. Notably, the company developed Claude Gov specifically for national security purposes, seeking to serve government clients while adhering to its ethical principles.
