In an interview, Tehilla Shwartz Altshuler, a senior fellow for media and tech policy at the Israel Democracy Institute, described the current atmosphere as the first truly “digital war.” The rapid spread of information through social media platforms during the October 7 Hamas attacks exemplified this shift. “Atrocities were filmed in real-time, posted on Telegram, and by noon they were already on X. By the evening, they were on television,” she noted, emphasizing the pace and volume of content disseminated.
Since then, the nature of misinformation has also evolved. Unlike earlier instances where the distortion stemmed from miscaptioned images or old footage, recent advances in generative AI can create entirely new scenes. “This is the main characteristic of AI-generated content,” Shwartz Altshuler explained. “It’s not only taken out of context. Sometimes it’s actually generated from scratch.” This capability poses significant challenges in distinguishing between real and synthetic media.
Some examples of the content circulating online include rough fabrications, like AI-generated missile strikes that analysts quickly identify as fake, alongside more sophisticated attempts at political manipulation. For instance, users speculated that Netanyahu was deceased after an altered still frame from a speech appeared to show him with six fingers, a common artifact of poorly generated imagery. Such claims demonstrate how misinformation is morphing in the digital age.
This phenomenon has led to what Shwartz Altshuler terms the “liar’s dividend.” On one hand, fabricated content can convince individuals that false events transpired. On the other, the prevalence of AI manipulation allows actual events to be dismissed as mere fabrications. “When you cannot sort authentic content from machine-generated content,” she cautioned, “it allows people to convince others of things that never happened, but it also allows people to claim that real things didn’t happen.”
Despite an influx of synthetic content, much of it remains relatively crude, characterized by glaring imperfections such as distorted faces and unnatural movements. Shwartz Altshuler referred to this as “slop,” suggesting the current state of AI-generated media creates a false sense of literacy among viewers. Many may believe they can easily identify synthetic media because today’s examples are flawed. However, as more sophisticated models are developed, this detectability may diminish.
Political leaders around the globe, including Netanyahu, have begun to incorporate AI-generated imagery into their messaging strategies. In recent months, former US President Donald Trump shared fantastical AI-generated images of himself. While such content was clearly satirical, it normalized the idea that leaders can shape narratives through distortion, a strategy fraught with higher stakes during times of conflict.
The economic aspect of this phenomenon cannot be overlooked. Many creators of AI-generated war videos are driven not by political motives but by the desire for attention and ad revenue. “People are monetizing these slops,” Shwartz Altshuler stated, highlighting that the motivations often have little to do with the actual outcomes of warfare.
Social media platforms are facing mounting pressure to address this growing issue. Recently, X announced that accounts spreading AI-generated war content without proper labeling could be removed from monetization programs for up to 90 days. Shwartz Altshuler argues that platforms need to implement stricter measures, including marking or removing unverified content.
For journalists, the rise of synthetic media amplifies the challenges of verification. “The job of journalists today is even more important than it was a decade or two decades ago,” Shwartz Altshuler remarked. Verification now requires innovative tools and skills, from reverse image searches to specialized detection software for identifying AI-generated content. News organizations must adapt their practices, including watermarking content and alerting audiences upon detecting manipulated material.
The implications of this evolving landscape extend beyond wartime propaganda. If synthetic media becomes indistinguishable from authentic footage, fundamental institutions could face significant upheaval. Shwartz Altshuler warned that if this trend continues unchecked, the integrity of the stock exchange, democracy itself, and commercial transactions could be compromised. She advocates for new forms of digital regulation that would require the provenance of content to be traceable, enhancing transparency without censoring speech.
In a world where the line between documentation and fabrication is increasingly blurred, the need for discernment is paramount. Visual proof of leaders like Netanyahu may soon not only be a means of communication but also a necessity to confirm their existence amid the fog of war.
