AMD, Cisco, and HUMAIN, a Public Investment Fund (PIF) company, have announced a joint venture aimed at establishing a robust artificial intelligence (AI) infrastructure in the Kingdom of Saudi Arabia, with an investment to deliver up to 1 gigawatt (GW) by 2030. The initiative will commence with a 100-megawatt (MW) deployment set to begin operations in 2026, bolstering the nation’s goal of becoming a leader in the global AI ecosystem.
The announcement was made on November 19, 2025, during a press briefing in Washington, D.C. The venture builds upon a multi-year strategic collaboration initially unveiled during former President Donald J. Trump’s visit to Saudi Arabia in May. Under this partnership, AMD and Cisco will act as exclusive technology partners, contributing their advanced technologies to facilitate the creation of a modern data center capacity integrated with HUMAIN’s solutions.
HUMAIN will utilize its state-of-the-art data centers alongside AMD Instinct™ MI450 Series GPUs and Cisco’s critical infrastructure solutions for the first phase of this project. This phase aims to address the urgent need for AI infrastructure, as highlighted by Cisco’s AI Readiness Index, which indicates that while 91% of Saudi organizations plan to implement AI agents, only 29% currently have adequate GPU capacity.
Dr. Lisa Su, Chair and CEO of AMD, emphasized the importance of partnerships in achieving high-performance global AI infrastructure at scale. “Together with HUMAIN and Cisco, we’re combining leadership compute and networking technologies to expand the capacity and global competitiveness of the Kingdom’s AI ecosystem,” she stated. As part of their collaboration, AMD will also establish a Center of Excellence in Saudi Arabia to foster local integration and innovation.
Chuck Robbins, Chair and CEO of Cisco, remarked that the partnership marks a significant milestone in advancing Saudi Arabia’s AI infrastructure. He noted, “By providing secure, scalable, critical infrastructure for HUMAIN’s up to 1 GW buildout, Cisco will help the Kingdom turn its vision for a digitally advanced, AI-powered economy into a reality.”
Tareq Amin, CEO of HUMAIN, expressed confidence in the collaboration, stating that it brings world-class technology and expertise to their mission. “Together, we are pushing the frontier of AI compute, bringing up to 1 GW of high-performance, cost-efficient infrastructure online in Saudi Arabia to empower innovators both in the Kingdom and around the world,” Amin stated.
This joint venture not only aims to meet the current demand for advanced data center infrastructure but also seeks to strengthen the foundations of Saudi Arabia’s digital economy. The country’s Vision 2030 initiative includes a significant emphasis on AI and technology localization, highlighting the importance of homegrown talent and innovation in achieving its goals.
As the global demand for AI capabilities continues to escalate, the successful implementation of this infrastructure could position Saudi Arabia as a key player in the AI landscape. The collaborative effort by AMD, Cisco, and HUMAIN reflects a broader trend where nations are increasingly investing in AI technologies to boost their economies and global competitiveness.
