Egypt’s Ministry of Communications and Information Technology has spearheaded the adoption of a United Nations resolution focused on artificial intelligence technologies in telecommunication development. This move aims to bolster support for developing countries amid the global digital transition. The resolution was ratified during the World Telecommunication Development Conference 2025, held in Azerbaijan, following over ten days of negotiations across twelve formal sessions.
Under the terms of the resolution, the Telecommunication Development Sector of the International Telecommunication Union (ITU) will extend technical assistance and capacity-building support in information and communication technologies, with a particular emphasis on developing nations. Egypt initiated the draft resolution at the conference, outlining its objectives, foundational pillars, and anticipated impact on the ITU and its member states.
The Egyptian delegation addressed concerns raised by various regional groups and individual nations, providing necessary clarifications that facilitated consensus leading to the resolution’s adoption as a binding recommendation. This demonstrates Egypt’s commitment to not only advancing its own digital policies but also to supporting the collective goals of developing countries in navigating digital transformation.
In tandem with this effort, Egypt took the lead in negotiating the inclusion of artificial intelligence as a core subject within the agenda of Study Group 2, which focuses on digital transformation. The country is set to chair this study group during the ITU operational plan period from 2026 to 2029, further solidifying its role in shaping the discourse around digital transformation and AI.
Officials noted that the successful adoption of the resolution emphasizes Egypt’s expanding influence in both regional and international arenas concerning artificial intelligence and digital policy. The outcome highlights Egypt’s proactive engagement with the ITU, showcasing its ability to rally support around priorities that significantly affect developing nations.
