India's Minister of State for Law, Shri Arjun Ram Meghwal, asserts the irreplaceable role of humans in technology while launching a pivotal book on technology law.

New Delhi, 30 April 2026: At the launch of the book “Technology Law: Regulations, Cyber Policy, and the Digital Landscape,” co-authored by Rodney D. Ryder and Nikhil Naren, India’s Minister of State for Law and Justice, Shri Arjun Ram Meghwal, emphasized the irreplaceable role of human beings in an increasingly technological world, stating, “Innovation, Technology or Artificial Intelligence cannot replace a human being.” The event highlighted the ongoing challenges and opportunities posed by advancements in AI and robotics, as well as the importance of adapting legal frameworks to meet these changes.

During his address, Meghwal noted that society has historically approached new technologies with skepticism. He drew parallels between past innovations, such as the steam engine, and the current advancements in AI, asserting that while job landscapes may shift, new opportunities will emerge for those equipped to harness technological change. The Minister stressed the necessity of understanding and navigating the intersection of law and technology for the benefit of the nation, underscoring the relevance of the newly launched book.

The book serves as a comprehensive guide to technology law in India, elucidating rights and risks associated with emerging technologies. It spans essential topics, including the Indian Information Technology Act, Data Protection, and Online Brand Management, making it an invaluable resource for both professionals and students. Prof. (Dr.) C. Raj Kumar, Founding Vice Chancellor of O.P. Jindal Global University, praised the authors for their significant contributions to the field, especially amid ongoing discussions about AI’s impact on future legal practices.

Attendees included prominent legal figures such as Mr. R. Venkataramani, Attorney General for India, and Mr. Tushar Mehta, Solicitor General of India, who addressed the complexities of advancing digital law in a global context. Venkataramani articulated the importance of freedom of expression in shaping legal standards, asserting that “no part of life is free from regulation and law.” He highlighted the need for a legal framework that adapts to the impacts of technological evolution while safeguarding individual rights.

Mehta elaborated on the evolving landscape of digital law, pointing out that while India has made significant strides in its digital transformation, challenges remain, especially with the regulation of artificial intelligence. He noted that, as of now, a comprehensive legislative framework for AI is lacking, which poses unprecedented challenges that must be addressed by legal professionals who understand both technological and legal dimensions.

Mr. Amitabh Kant, Former G20 Sherpa, remarked on India’s remarkable progress in digital identity and infrastructure, citing the creation of 1.5 billion digital identities and the rapid opening of bank accounts between 2015 and 2017. He called for a judicial approach that prioritizes alternative dispute resolution over traditional court adjudication, suggesting that courts should serve as a last resort for genuine disputes.

Rodney D. Ryder, co-author of the book, described it as a historical record of India’s accomplishments in technology law, reflecting a quarter-century of evolving policies. Co-author Prof. Nikhil Naren emphasized the dynamic nature of the field and the necessity for laws to be both imaginative and rigorous in protecting rights while fostering innovation. He introduced the concept of “social media paranoia,” exploring how digital engagement affects individual behavior and societal norms.

Prof. (Dr.) Dipika Jain introduced the Jindal Global Law School, while Prof. (Dr.) S.G. Sreejith highlighted the critical need for continued discourse around technology, law, and justice in a rapidly evolving landscape. The book is positioned to be a vital resource for understanding how legal frameworks can adapt to the ongoing technological revolution.

This launch not only marks a significant academic contribution but also reinforces the importance of aligning legal structures with technological advancements to ensure a robust democratic society as India moves further into its digital future.
