Laura Davis Highlights Texas’ AI Leadership at Texas Dynamism Summit with Key Insights on Innovation

Laura Davis of USLege reveals how AI tools doubled productivity for state agencies, underscoring Texas’ pivotal role as a global leader in AI innovation.

At the Texas Dynamism Summit on November 19, 2025, Laura Davis, Co-Founder and Chief Business Officer of USLege, shared the stage with senior leaders from major tech companies including Amazon, OpenAI, and Meta. The summit, attended by influential Texas leaders such as Governor Greg Abbott and Jim Perschbach, President and CEO of the Port of San Antonio, centered on how Texas can sustain its competitive edge in the global arena. Davis participated in the opening panel titled “AI & The Texas Advantage,” where she discussed the pivotal role of innovation in enabling businesses to scale through AI-driven tools.

The panel, moderated by Megan Mauro, EVP of the Texas Association of Business, explored Texas’ favorable business environment, its culture of innovation, and the burgeoning tech workforce that have all contributed to the state emerging as a leader in AI development and deployment.

Empowerment Through AI

Davis emphasized that AI should serve as a force for empowerment rather than replacement. She highlighted how agile startups like USLege utilize AI to streamline tedious tasks, allowing businesses to concentrate on activities that require human insight. “At USLege, we understand the work human government relations professionals do and respect the challenges they face. A big part of their job is monitoring hearings, testimony, news, and proposals across a broad range of issues,” said Davis. “This work is essential, incredibly valuable, and enormously time-consuming. Even the best lobbyists can’t be in eight committee rooms at once.”

USLege’s legislative intelligence platform leverages Large Language Models (LLMs) to emulate the thought processes of legislative and government relations professionals. This technology transforms extensive hours of hearings and vast amounts of documentation into actionable intelligence, empowering professionals to create organized workflows and drive legislative success. “One of our largest customers, a state agency’s government relations department, was able to double their productivity and improve their response time using the same staff,” Davis noted, reiterating that USLege aims to enhance human capacity rather than replace it.

Texas as an AI Innovation Hub

When asked what distinguishes Texas in the realm of AI innovation, Davis remarked, “Texas business leaders are known to think big, and they understand that AI is a transformational technology. When I was first socializing my idea to use AI for a legislative intelligence platform, they told me to think bigger than the Texas market.”

Davis pointed out that while her familiarity with the Texas legislature aided in developing USLege’s initial product and market, the underlying problems the platform addresses are universal across democracies. “This Texas-sized ambition is supported by an environment that encourages entrepreneurs to harness AI’s potential to create products that tackle real-world issues—products capable of competing and succeeding on a global scale,” she added.
