Azerbaijan, Senegal Forge Digital Alliance to Enhance AI and Cybersecurity Strategies

Azerbaijan and Senegal establish a digital cooperation framework to enhance AI and cybersecurity strategies, backed by Senegal’s $10M Gates Foundation grant.

Azerbaijan and Senegal are set to establish a digital cooperation framework aimed at enhancing their respective digital transformation strategies. This initiative emerged during the World Telecommunication Development Conference (WTDC-25) held in Baku, where Senegal’s Minister of Communication and Digital Economy, Alioune Sall, engaged in talks with Farid Osmanov, the head of Azerbaijan’s Innovation and Digital Development Agency (IAAD).

The discussions centered on potential collaborations in areas such as digital government, artificial intelligence, and cybersecurity, according to an announcement from the Senegalese ministry on social media platform X. Both officials shared insights on their nations’ digital transformation journeys, focusing on the creation of digital public infrastructure (DPI).

Osmanov highlighted Azerbaijan’s advancements in digital government, particularly the MyGov platform, which currently provides public service access to over two million citizens. He also mentioned Azerbaijan’s recently launched digital identity strategy aimed for implementation through 2027.

Sall presented Senegal’s New Deal Technologique, a digital transformation strategy designed to enhance public sector efficiency through inclusive DPI. This initiative has received a $10 million grant from the Gates Foundation, with additional support expected from Visa for the digital payments sector to promote financial inclusion.

The meeting between the two officials lays the groundwork for a formal engagement between Azerbaijan and Senegal, likely to be formalized through a memorandum of understanding (MoU). Senegal has shown a commitment to international cooperation in its DPI implementation, recently consulting with a delegation from Togo’s National Identification Authority (ANID) to learn from its MOSIP-based digital identity implementation.

Adding to its collaborative efforts, Senegal also formed a digital cooperation agreement with Guinea at the recent Transform Africa Summit, which showcased multiple partnerships related to DPI and AI as part of Africa’s ambitions for a unified digital market.

The proposed collaboration between Azerbaijan and Senegal reflects a broader trend of increasing digital cooperation across Africa, as nations seek to leverage technology for enhanced governance and economic development. As both countries move forward, the focus will be on sharing best practices and resources to foster efficient and effective digital ecosystems.
