60% of legal leaders identify tech risks as top concerns, yet only 29% of organizations have robust AI governance plans in place to mitigate potential harm

AI governance is increasingly a focus of concern as the rapid adoption of Artificial Intelligence (AI) and the Internet of Things (IoT) takes center stage in technology. Analysts unanimously agree that AI governance includes the frameworks, policies, and practices necessary to promote the responsible, ethical, and safe development and use of AI systems. Such governance serves as a set of guardrails, enabling innovation while protecting various stakeholders from potential harm.

Key components of responsible AI governance involve establishing ethical standards that define policies aimed at fostering human-centric and trustworthy AI. These standards are critical for ensuring protection of health, safety, and fundamental human rights. Organizations must also comply with existing legal frameworks governing AI usage, such as the European Union (EU) AI Act, to avoid penalties and legal repercussions.

In addition, effective governance requires accountability and oversight. Organizations must designate responsible parties for AI-related decisions to ensure human involvement, thus preventing misuse or abuse of technology. This responsibility typically falls on Chief Technology Officers, Chief Risk Officers, Chief Legal Officers, and their respective boards, who need to craft governance strategies that not only safeguard data but also prevent unauthorized access, thus mitigating cybersecurity threats.

The urgency of these governance measures is underscored by findings from the Q4 2025 Business Risk Index, conducted by Diligent Institute and Corporate Board Member. The survey revealed that 60% of legal, compliance, and audit leaders now cite technology as their primary risk concern, far exceeding concerns about economic factors (33%) and tariffs (23%). Despite this pressing need, only 29% of organizations have comprehensive AI governance plans in place.

As the landscape evolves, many technology firms are taking proactive steps by adopting their own versions of AI ethics or codes of conduct. These ethics serve as guiding principles for various stakeholders—including engineers and government officials—to ensure that AI technologies are developed and used responsibly. The emphasis is on a safe, secure, humane, and environmentally friendly approach to AI deployment.

AI ethics can encompass a range of considerations, including the avoidance of bias, safeguarding user privacy, and addressing environmental risks. Implementing these ethical principles can be achieved through codes of conduct within companies and government-led regulatory frameworks. Together, these initiatives contribute to regulating AI technologies on both global and national levels.

As AI continues to permeate various aspects of life, the International Telecommunications Union (ITU) emphasizes the technology’s potential to aid in achieving the United Nations’ Sustainable Development Goals (SDGs). By leveraging vast amounts of data generated across sectors—such as health, commerce, and migration—AI innovation can play a pivotal role in societal advancement.

The ITU plans to serve as a neutral platform for government, industry, and academia to foster a collective understanding of emerging AI technologies. It aims to address the pressing need for technical standardization and policy guidance in this rapidly evolving field. The organization stresses that countries must actively work to mitigate the dangers associated with AI deployment to harness its benefits effectively.

One of the critical objectives of AI governance is to proactively identify and mitigate biases that AI models may inherit from their training data. These biases can lead to unjust outcomes in hiring, lending, policing, and healthcare. The emphasis on governance ensures accountability for AI-driven decisions, holding individuals responsible for automated actions in order to prevent potential harm.

Maria Axente, Head of AI Public Policy and Ethics at Price WaterhouseCooper (PwC), noted, “We need to be thinking, ‘What AI do we have in the house, who owns it, and who’s ultimately accountable?'” This accountability is especially vital in sectors like healthcare and finance, where AI systems often rely on sensitive data. Governance frameworks must establish guidelines for data protection, encryption, and the ethical use of personal information.

Moreover, with the environmental, social, and governance (ESG) implications of AI becoming more apparent, effective governance can help create policies that balance the opportunities AI presents with its associated risks. Generative AI, for instance, has a significant environmental impact, demanding substantial resources for operation, including electricity and water. Governance efforts must address these complexities while promoting transparency and trust in AI systems.

As the future of AI unfolds, regulators globally are focusing on establishing a framework to manage its growth responsibly. The ITU has announced that Geneva, Switzerland, is emerging as the global hub for AI discussions, with the “AI for Good Summit” scheduled for July 7-10, 2026. This event will convene stakeholders from various sectors to deliberate on strategies for AI governance, aiming to shape the future of AI in industries, homes, and workplaces.
